Can some one will help me out if want to develop a workflow such a way if i will close all the Sub tasks associated with the parent request then only i will be able to start the process for Parent request.

Essentially you will create an automation rule that is triggered with an standard issue type issue moves into the IN PROGRESS status (Triggering event), then establish a condition and action to close out all of its associated subtasks. NOTE - You will need to ensure that the WF used for your sub-tasks issue types has transition established to move to CLOSED transition.

You can do this with automation instead.
I think you even have this scenario as a standard scenario...
Go to project settings -> automation and from there you can create the automation you want.
