Can't add a user to a user list in the balanced work assignee automation.

Hi,

I chose the automation from the library which automatically assigns using balanced work. When I select "A user in a defined list", I can't add any users in a user list dropdown, which is disabled. 

How can I add users?

Welcome to the community.

Can you please check the Assignable User permission from project settings -> permissions page? Can you select any person in automation who has an application license ? Is it a service or software project?
