In Jira Service Management, the ability to add multiple announcements directly is limited to a single announcement that can have multiple sections.
Example:
If you want to segregate this by groups, you might consider using the “Send email” function. To do this, go to Jira settings > System > Send email. From there, select the project roles, choose the relevant project from the dropdown menu, and select "Service Desk Customers" as the role.

Thanks for bringing up “Send email” function I can not make use of it now as the message I want to send is for our new/unregistered users but its good to know .

While there is one announcement message box for a help center / portal, this is a text area that you can fill with content as you like. If you would like to add long text or multiple messages in there, you should be able to do so.
