Can we create a custom field(Date type) which is automatically updated based on the action we perform on a specific issue type to a specific field level action (For ex: comment section(Internal/external comments)

In Jira/JSM, when issues are commented (regardless internal/external),  issue's "Updated" field will always be updated by default.  Don't quite understand your need of a custom date field to captured time?
