Depends on the workflow configuration. If the work flow allows you to re-open once its resolved , you may re-open it . Can you check "View Workflow" in your attached image?

You need to add a new transition in the workflow to go back to an open status.

what if we dont normally want that transition? this workflow is shared with multiple projects. could i clone the ticket and we put it in open again?

When you clone the ticket, the ticket will go into "Open" Status, so yes that would work.
