Cant mark workflow status as approval step

At this point, I have some several issues marking a workflow status as an approval step. 
Do you have the same problem?

Hi @Gerrit Wahlers ,

You can only to so when association the workflow to an active project.

Approval steps are not usable to set on inactive workflows.

We can set the option on workflows whose are already in use. But not on inactive ones.
