Comment Restriction for a pirticular role

Hi Guys,

I want to configure comment restriction for a pirticular role how it should be is 

for example 

User A is in role Project Manager means 

if he is commenting on an issue means only the people in the Project Team can see it and this option should be default no other option should be there like visible to all. 

can anyone suggest me in this. we are using jira core 7.13.0 version.
