Comment being generated when adding attachment to issue

Is generating an internal comment when adding attachment to issue without comment - normal current JSD/JSM behavour?

Just moved to 4.13 and found this.

Theres a bug https://jira.atlassian.com/browse/JSDSERVER-6945, but i start to doubt its a bug.

Hi Phil,

My understanding reading this is that Atlassian introduced this "behaviour" to fix a bug, so I would say it's annoying but normal. 

"We are moving this request to suggestion, as the behaviour of the attachment feature mentioned here was introduced as a part of us resolving JSDSERVER-6706."
