Is there a way to get the Average comment to resolutions report and comment count on actual ticket report.

What do you mean by average comment to resolution?  In regards to comment count on actual issues, are you looking at both internal and public comments?

Good morning 

I am referring to the comments on the issue/ticket thats submitted.

I think that the user wants to know the percentage of Comments to those that are Resolved.  

I was told that there is no JQL for percentage and to use a Dashboard gadget.

You are right that JQL doesn't have percentage function out of the box + Dashboard gadget.  In addition, there is no out of the box field that tracks comments count against an issue.

However, here is an idea for you to at minimum to obtain the comments count against issues.  Afterward you can use it in JQL and manually generate your reporting needs.  Here is how -

1) Create a custom field (number data type) and added to your projects issues.

2) Use Automation for Jira to create a rule to be triggered by the action "When issue is commented".  In the rule to increment the new custom field.

This will work for everything going forward.  For all existing issues, you will have to manually populate the field.

Another option would be our apps Dynamic Custom Fields for Jira or Comment Custom Fields for Jira.

With our apps you can calculate the number of comments per issue dynamically and use it in JQL and for your issue statistics. 

Comment Custom Fields has its focus - as the name indicates - on the comment field. Dynamic Custom Fields comes with a greater flexibility since you can create dynamic fields that derive data from other fields besides comments.
