Are you using the Jira Service Management product? Are you currently using the Assets feature available with Jira Service Management?

The Assets feature maintains a change history similar to how change history is maintained for issues/work items in Jira projects. There are also natively available reports that you can explore to see if they will meet your needs.
If you do not have the Jira Service Management product then the Assets feature will not be available to you.
The next question would, after reviewing the documentation for Assets, does it look like that would meet your needs?
How to keep track of assets and their history, as well as generate efficient reports. You need the asset history, for example, how many users have been assigned.
