Create IT service desk

I can't find the option 'IT service desk' when I create jira service desk project.

there are just two options, classic or next gen. 

where can I find the 'IT service desk' in jira service desk project? 

Is it a licensing issue?

I believe after you chose Classic there is a change template button or something similar if memory serves. Too, the Cloud behavior and options change frequently.

Thanks! create project → classic → change template → 'service desk' in drop down menu → IT service desk!!!
