So the problem is, we have configured custom field, whose default value is "None"
Somehow when issue is created via email or customer create it via customer portal it sets value to I:
If I create issue via admin account default value stays as None or You can change fields value, its not mandatory.
Could any of you help me figure out, where's the problem?
In the first picture there's shown which fields are asked to be filled for client. Second picture is the same issue from admin account.

I think that there is something wrong on request type setup at JIRA service management level.
Please verify that there are not configuration in "Hidden fields with preset values"
