1. Customer Notification
2. Is the invitation emails blocked by recipient's organization email spam filters?

You can open a support ticket with Atlassian and have them check their Suppression list to see if the email address is on it.

Do you add customers to Portal through People in JSM project setting? If so, but no email sent to customers, please check the customer notificaiton in project setting.
