in customer help center portal, can we have below points,
1. can we see date/time filter in homepage like when tiket created?? Kindly refer attached image.
2. can we have Home Button > to back to create ticket page..?
3. can customer export the data, like for all ticket/ open ticket they can export..?
4. can customer edit/delete thier comments?

I don't think you can do these these things out of the box. There are certain 3rd party plugins that can help with your needs. You can check our addon Advanced Portal Reports that lets you add different fields (number 1 of your questions) with lots of filtering options plus the option to export the tickets (in a table format) in CSV or Excel (number 3 of your questions).
