I have acquired admin access to a demo project in the Jira Service Management and have been working on modifying the project meeting the desired requirements. I am struck at a point to fulfill a requirement.
Requirement : I figured out the fields that are needed and made all my fields accordingly ready using the custom fields . When Submitting a request or an incident , Based on a dropdown ,a selection, there should be the next 2-3 dropdowns with the pre defined (values populated by me) dropdowns getting disclosed that are hidden till then .
I have come across a few discussions where some sort of apps/extensions say Script runners can be used . But is there a way to edit the existing submit request form with HTML code without having the extensions added? Any suggestions please?

In JSM CLOUD env, ScriptRunner for Jira add-on will not work because due to Atlassian has not provided the needed framework to the vendor to provide the "Behavior" component design. It is the "Behavior" component design that allows you to implement dropdown field value control based on other field's selected values.
I don't understand your question of "edit the existing submit request form with HTML code", it is not possible based on my knowledge/experiences serving as the functional lead at my company.
I would recommend you to contact Atlassian Support Team directly for possible assistance.
