If your project is company-managed and the workflow in your project is not a simplified workflow, that is expected behaviour. Most of the configuration in a company managed project is managed by your Jira administrator (e.g. configuring fields, screens, issue types, permission and notification schemes etc.)
The project administrator has the following permissions:
Permission to administer a project. This includes the ability to edit project role membership, project components, project versions and certain project details (Project Name, URL, Project Lead, Project Description).

I agreed with what @Walter Buggenhout suggested. To supplement his statement, if your project is a Team-Managed project type, then the project admin will be able to update/customize the workflow associated to the project.
Company-Managed project type projects will require Jira Admins right to implement the changes against project WFs.
