External user receiving bounce back when emailing jira email address

Is this normal? We have an email group setup which includes the JIRA email address to create tickets. Whenever an email is sent with this group CCd a ticket is created. Now when we email external users while this group is CCd an ticket is created, however when the external users replies back with the group CCd the user gets a bounce back from the JIRA email address... Is this normal?
