You can edit the Field Configuration used by that Project and Issue Type to make the fields Required.
Go to Project Settings > Fields
If you only have a single Field Configuration, then it will make it Required for all Issues created on that project. If you need it to be required for just certain Issue Types, then you need to copy the Field Configuration (FC), make your changes on the new FC, add it to the Field Configuration Scheme and attach the new FC to the appropriate Issue Type(s).
