is there a way to force the customer to fill the Service Management form in a given order. Like:
the second field is only selectabel after the first one is selected, aso?

This can be achieved but will require some development/apps.
An addon that could do this for example would be Scriptrunner. You can use the Behaviours of that to make fields on the request form read-only/visible when another field is changed/entered.
Another one could be ProForma (which was recently acquired by Atlassian) which can create dynamic forms where you can manage them without scripting.
I would suggest looking towards either one of those apps.

Yes!!! it's really simple. Just open project settings then go to request type. Open that request and open request form.
Go down and select required to "yes"
