I have created the Jira account. 

its seem 15 days trial. can we use Jira as free always?  I have open new company.

Jira Service Management, Jira Software, Jira Core and Confluence have different plans: free, standard, premium and enterprise.

As long as you don't need more than 10 licensed users or 3 agents on JSM, the product is entirely free for use. There are certain limitations in a free plan in terms of features.

The key thing in regards to the FREE plan is that you will not have the ability to obtain Atlassian Support Team's support.  Typically, one will test out the cloud products and then move into the higher plans (i.e. Standard for a fee).  All third party add-on (licensed outside of the Atlassian products out of the box) are typically giving you 30-days trial period only.
