Getting an error "Startup check failed. Jira will be locked." while starting JIRA in DR environment.

We are facing issue while starting the JIRA 2nd node in DR environment . The 1st node is up and running. We are using clustering. While starting the 2nd node we are facing an error "Startup check failed. Jira will be locked". Please guide us.
