Giving permissions to NON-Jira User.

I have a Jira Project and I added custom field for Email-ID and set an process for approval/decline process through mail that will reach through comment and also created a transition for the next step.

Now my question is

--> My team has like 150 members and I don't want to add members in Jira. Just want the comment to reach the issue and it should Transition. So is there any option?

--> The added members in board are getting mail and the comment reaches the issue and it transitions. (Note: In this the added board members are the person which the comment is getting triggered)

Is there ways for Non-Jira users to do something like that ?

There is no way to do this.  To grant permissions to someone, you have to be able identify them as someone, and that means making them a Jira user.

There is one exception - you can grant the group "anonymous" permissions.  People won't need to be identified to use that, so the world would all be "non Jira users"

Be warned though - if you do this on a Jira exposed to the internet, you will be attacked by bots, and may find yourself on the end of abuse reports as the bots co-opt you for sending spam (or worse)
