Hiding ticket access using security levels

Team...I am creating a company project that will have different groups (HR, IT, Service Delivery and Purchasing) in one internal portal. I want everyone in the company to have access to submit a ticket but dont want other group's agents to view HR tickets and some purchasing tickets. From my understanding and the documentation, I have read this can be done by adding security levels...like adding a group that can view these tickets as in my screen shot. My worry is that this security level will keep others from creating the ticket unless in the group..dumb questions but Im a bit unclearWeb capture_25-6-2021_73630_rulex.atlassian.net.jpeg

Security level is an issue field, and can be set during issue create.  It can't stop someone creating an issue because:

1. It can't actually do anything until it is set, which means the issue has to have been created before it can do anything.

2. A user cannot set an issue security level that they are not part of.  So even if they were to set one, they'll still be able to see the issue after creation.
