How can I see what and when JIRA has sent to users?

I have administrator permissions (JIRA service managment (cloud)). Several projects have been created. How can I see what (content of notifications) and when JIRA has sent to a reporter(watcher, assignee,etc)? 
Is the outgoing email log available in the JIRA service desk (cloud)?

unfortunately there is no access to an outgoing email log in Jira Cloud.
