How can we limit access to tickets within an organization in the customer portal?

When an organization is added to the ticket all customers within that organization can see all tickets even when they're not the reporter or added a request participant. 

We want clients within an organization to only see the tickets where they are reporter or a request participant because we work with sensitive information and some people are not allowed to see the content of some of the tickets. 

 

This is the setting we use right now:

But we can still see all tickets  when the organization is added to the ticket even when we are not the reporter or request participant within the organization we're added to. But we can't remove the organization because we use it to assign it to the right agents.

Part of the design of using the Organizations field is that it makes the issue visible to all members of the specified organization. If you need to have an organization set for each issue, but don't want all members of the organization to see the issue, then you need to use a custom field to keep track of the organization rather than using the native Organizations field.
