My organisation uses JSM extensively and has 10+ service portals across various departments. As you can expect our main menu for our JSM portal is getting pretty packed with portal menu tiles ... and because we do have more than 6 the remaining portals that don't live in the first two rows get hidden behind the 'Explore all' option and bottom center of screen - and only get seen once user clicks to expand.
Is there a way to customise and re-order the Portal tiles that live on the portal main menu page?
If not, how is it deciding what portals live in row 1 and row 2?
Certain departments want to know why they can't be visible on the main portal page, instead of being hidden by default. Due to the limit of only showing first 6 portal items.

I believe that the tiles are ordered by machine learning, placing the most popular/most used tiles up top. There is a feature request to allow you to arrange them but it has not been completed yet so you should vote for it. https://jira.atlassian.com/browse/JSDCLOUD-1472
I believe the app refined theme allows you more flexibility in customizing your portal so you could look at that as an option or explain how the delivered portal works to the departments that have questions.
