I'm trying to find a workaround for Jira not have ticket templates. I thought I could create a ticket, add a "template" label, and then clone when needed.
Unfortunately, the cloning process doesn't offer any options and clones the reporter as well. When I change the reporter to a client, it's not sending them a notification. How can I set up Jira to send a notification to the new reporter when it's changed on a ticket?

The notifications sent are based on the Notification Scheme assigned to the project. Can you share a copy of that with us?
There is not a notification even specifically just for changing to the Reporter field, but the Issue Updated or Generic Event events might be triggered by a change to the Reporter. Are either of those events in your Notification Scheme, and configured to notify the Reporter?
