When a ticket is raised with an email including an attachment I can't access or view the attachment in the new Service Desk layout.
The attachment appears as below in the comments section:
[^attachment name.xlsx] (25 kB)
but there does not seem to be any option to open or view the attachment.
In the old view it appeared in the attachments section and allowed me to open/download.
PDF works from the comments section but can anyone tell me how to access an excel sheet in this new Jira Service Desk version?

I tried PNG, JPG, DOC, CSV as well as an XLSX file as an email attachment. They all works perfectly in the new view, equally perfectly in the old view. Clicking on the attachment opens a view of the file over the request, given me the option to download it or quit.
Other suggestions: If you are using Chrome browser, Try clearing your cache, and updating the browser. Turn off new view, log out, log back in, switch to new view.

Yes I can. I will say that I seem to recall a scenario where, when I clicked on an excel attachment it downloaded but can’t seem to reproduce. Maybe I was dreaming it. I concur with Mike to try different browser, clear cache, etc. finally if you are unsuccessful I would contact Atlassian Support and have them access and try.

Clearing the cache for my Google Chrome sorted the issue.
