A customer has submitted a form and I need to change what they selected in a dropdown list. I need to change their choice to a different option that was added as a choice in a custom field context after they submitted their form.
Ex. The original options in the jira linked dropdown field were (A, B, C). The customer selected A and submitted the form. I added a new option in the context so that the options were now (A, B, C, D). However, when I try and edit the form to select D, only options (A, B, C) show up.
If you go into the ticket with the form response, you can click on Open Customer Edit.
From there, you can then edit the form. The NEW value will now be selectable and then you can save your changes and then reclose the form for edit. Kinda wonky, but it works!

Thanks for the response. The new option shows up when I submit a new form so that works alright. I would just like to edit previously submitted forms with the new options.

Can you check if you use the form now and submit it, does it reflect the new options? If not, then please check the Form's configuration to determine if everything looks correct or not.
It is my opinion that for FORM submitted prior to the new option add, it may not work when you edit the submitted FORM for the custom field. However, all new issue creation using the form going forward will display the new option if the FORM is properly configured.
Let us know of your findings, so we can assist further.
Hope this helps.
Best, Joseph Chung Yin
