How does a site-admin give a JIRA-admin site admin credentials?

Hi. I am a JIRA-admin and I am trying to get access to user management and billing which can only happen if the other site-admins give me access. How does a site-admin give site-admin credentials/access to a JIRA-admin? Please provide a detailed step-by-step explanation. Thank you.

There should be a group called administrators that has this access. You would need to be added to this group. If that group doesn't exist for some reason please have the current site-admin check which group they are in for this.
