I have field on the Jira client portal form and I want a specific field there to also show up in the view where the client can see all of there tickets at once. Currently this field isn't listed in the view. Any help is appreciated thank you.

You will have to add the field to the request type. Refer to https://support.atlassian.com/jira-service-management-cloud/docs/customize-the-fields-of-a-request-type/
It seems like if I grab the field to put it in the view it removes that field from the form. I want it to be in both places. Can that be done?
