How to add a user to the assignee

I'm trying to assign a ticket to a user but i'm unable to view them as an option in the assignee.  I'm able to add them as a developer, but cannot assign the ticket to them.

Please check that the user you want to assign to has the assignable user permission in the project.

Thank you! The user was not assigned to a user group which is why he was not vieweable.

Make sure that the user in question has a JSM license. the could be in the right role in the project, but if they do not have been assigned a JSM license they cannot be set as the assignee.
