How to automate an emailed request to change a field based on requested particants.

Hello all, I have a rather interesting problem and I feel like I am missing something simple.

So I have a JSM setup and when an emailed request comes in I have an automation setup to run a rule on creation with 2 checks. First check is that the created ticket is an emailed request, and the second check is for the requested participant which is the email. After those checks some fields are supposed to change, however, it keeps failing on one of the checks and it seems to be the requested participants check. 

When I check the ticket it shows two events (this is the order they are listed under the ticket):
[User] updated the requested participants [date]
None -> [original email]
[User] Created the issue [date]

So it seems its not catching the update on creation so I tried updating the automation to trigger on field change to the requested participants and if it changes at all and then contains the added participant that I am seeing it add.

Well this also does not, and it fails the condition again. If I go in and manually change the participant with the second way it works fine. But not on the initial creation.

I honestly am not sure why I can't get this to automate.

Any tips?
