How to automatically copy a comment with attachments between projects when creating a linked issue ?

I need to automatically copy a comment with attachments that an agent of a project enters through an issue linked to the original project, so that it can be seen by the client who entered the original issue

You have to use a plugin. A bunch of plugins can fulfill you requirement, here is a list of them  : 

• Jira Misc Workflow extensions
• Automation for Jira
• Script Runner 
• ...

The choice of the plugin depends on level of expertise, appetite to use groovy, you other requirements ...etc
