Jira does not have native functionality to merge tickets however you can link the issues with similar description through automation mentioned in this post - https://community.atlassian.com/t5/Jira-Service-Management/Automated-links-for-similar-issue-description-field-with-same/qaq-p/1862391
Or you can try this third party add-on Merge Agent for Jira
