This is not possible within the built-in features of Jira. For this exact need, we developed Manage User for Jira app. It lists all users then you can search and sort them by name, active status. You can activate/deactivate users individually or in bulk. Hope it helps.
Out of the box this feature is not available which becomes very inconvenient. However, there are some admin apps in the markeplace that will allow you to remove users in bulk.
