How to resolve new tickets being created when someone replys

When someone replies to a ticket, RE: is added to the subject which creates a new ticket. How to resolve?

Hi @Patrick Beacom ,

 

there are many reasons for it - one of them is the person who replies to the message doesn't have ISSUE COMMENT permissions.
