How to sync disabled Active Directory User in JIRA service management

I have sync active directory in JIRA but the problem is if a user account is disabled it is not appearing in "Reporter" field...If we receive a request from a user whose account is inactive so how we can put his/her name in "Reporter" field

Hello @Muhammad Ali Khan 

The user's account needs to be activated and they need to be granted access to JSM as a Customer.
