How would I go about creating a report and/or dashboard to show how many tickets are coming in on per day, per week, etc... and then how many are we closing per day/ per week, etc..?

You can make use of Created Vs Resolved. This is present in JSM reports as well as in dashboard gadgets.
How can you show it for all projects with a certain project category?

If you need for different projects category, then make use of a dashboard gadget.
1. Create a filter and save, Example JQL: projectType = service_desk
2.Add "Created Vs Resolved gadget" to the dashboard and select the saved filter in the gadget configuration.
