Can you provide some more details, like screenshots?
Ootb JSM has no templates option in the system, is this a 3rd party integration, if so which one.
If it is a 3rd party integration, permissions could be in place or the subscription could have been ended.

welcome to the community. Judging from your description, it seems that we will need to look into the background by reviewing the logs to better understand it.
you might want to create a support ticket through support.atlassian.com. Is the issue persistent? On all template or just specific template?
