I have a user that does not get notified when they become the Assignee even though the Notification Schema says that all Current Assignee should get notified. Why?

When that happens and its working for everyone else its most likely on the users side in their email.
It could be a couple things:
I would check the users inbox by searching for the subject line of the email to see if any emails exist. If not double check the filters cause they could be getting deleted.
