I'm trying to create groups of Service Desk Team members

I'm trying to create groups of Service Desk Team members so that 
I can build automation rules to auto assign request participants.  This is for the "submit a request" request type.  I can create a customer organization but that can not be used for request participant.  I also tried creating a team but it can't be referenced in the participant field either.
