1. I want to create a Separate ITSM Projects for DEV, TEST, PROD Instance so that if i change anything in Dev it will not effect in the TEST and PROD instance.
For example if I have 2 Instances which are DEV and PROD.
If i will modify anything in the Dev then it won't effect the Prod Instance.
2. Is there any possibility to move one project configuration from one instance to another Instance like DEV to PROD?

but my question is i want to handle 2 projects which is Service Desk Dev and Service Desk Prod.
Service Desk Dev is for limited number of users and Service Desk Prod is for all the users which is having Portal access.
Can i built the same.

You can just create many ITSM projects in one Jira instance. If you use shared configuration while creating new project, then any modification to first project schemes will impact the other project.
If you are using totally different workflows, screens, permissions etc., then create the required schemes first and then map it to the required projects.

Logout from your instance, login back and follow below steps.
Go to Main menu --> Projects --> Create Project
In left sidebar, select Service management under Project Templates
Select the required template (IT/General/Legal/HR etc)
Click Use Template, give the details and click Create.

(You can contact Atlassian Support only if your site is not free version. You have added tag free in the product plan and you have also mentioned you are using licensed version in above comment. So I am confused here)
