Import users JSON doesn't work

Importing json using following json, only imports Name as test test, the email address, the public name is @Test Test, and it adds the user to 2 other groups and 1 other product, and gives part-admin rights as well. but what it does matters little to not at all for it imports my json not as expected.

The mentioned group gives customer access only which is the whole point, and to one product only.
