In the customer portal, there is no option to sign-up for an account like there is in the servicedesk portals page...

Your screenshot clearly show that there is an option to sign up for an account on the customer portal.

That was showing where it is on the sub-portals page. I got an answer back from atlassian that it is a "suggestion" to be voted on :(. https://jira.atlassian.com/browse/JSD-1388
