You can create free instance if you want and replicate your production workflows there. You can have as many free instances as you want, with all the limitation that comes with that, but still you have to recreate to your production instance all your configurations etc.

Even on premium plan, where Atlassian provides sandboxes, you still have to recreate all configurations and changes made to the sandboxes.

When you have Jira Premium or Enterprise you can use a sandbox

If not I guess you can always use a free Jira environment and use it as a test platform :
