Is it possible to have a number field that can keep track of this 'Remaining Service Time' by subtracting 'Time Spent' on requests created by members of the organization?, and when the value of 'Remaining Service Time' reaches 0, the members of that organization can no longer create a request and get a notification about the 'Remaining Service Time'

Unfortunately, you cannot do it right out of the box.
But you can write a script on Power Script, or Script Runner. Also, you can create a small plugin with this mathematical function, we did similar mathematics for ourselves in Java, it took about 2 weeks.
As a crutch option, you can accept the convention that the “time spent” field from the standard worklog will be considered the field you need, and look at this system field
