Hello! As it is now the customer needs to log in, this will cause a lot of administration. Is it possible to create a web link that is specific to an organization that they can use without login in.

Storage restrictions on Cloud are determined by your plan level. The storage limit applies to most aspects of disk space - attachments are usually the thing that eats it up, but the database also takes it up (but it's more efficiently stored, so databases don't get huge)
See https://www.atlassian.com/software/jira/pricing for the numbers. (From memory, it's 2Gb for free/starter, 250Gb for standard and unlimited for the higher tiers, but check before relying on my memory!)
Atlassian don't stop anything working if you fill your space, they'll just start to nag you to go up a tier for more space, or start doing some housekeeping (deleting old/large attachments). I've heard of a couple of people who have eventually been stopped from over-use by Atlassian, but only after months of warnings...
