We copy the same board every month and each of us have made different automations. Sometimes some of us aren't here, so if some forget to share, it could be a problem.
I have seen other people talk about making an automation user that people can use to create automations, but there has to be a smarter option than to pay for yet another license just to have automations gathered in one place

Not sure that I understood context about copying boards correctly. Usually there is one/few board, and only filters are changed (if required).
About automation user:
Creating a new service user for automations is an optional step. Many people do it if they prefer not to use the built-in "Automation for Jira" user, due to some limitations of built-in user.
In your case, you can safely use the default built-in user, which already has access to the entire instance by default.

Why are you coping a board every month?
A board is based on a filter, can you explain what the need is to cpouy a board every month?
Only users with the role administrator on the project can create automations, why does anyone have this permission (this is what I read from your question)
