Would like to be able to create tickets from within my application whenever a user needs to report an issue that occurred while using my application. I would pass in parameters such as the ticket type, custom fields (e.g. machine name, discipline, the error code or message, etc.)

Atlassian has pretty extensive REST APIs available to handle what you're asking for. They specifically have a "Create Issue" endpoint you can call to generate tickets in a given project.

I would recommend poking through the rest of the documentation, as it's got a lot of details on the various endpoints available to you.
